Steven Kostos is an expert consultant with over 25 years experience in health plan contracting and strategy. Serving as Senior Consultant with HCI - Healthcare, Steve provides guidance and tools to clients regarding payer strategy, negotiations and contracting, and relationship development and maintenance.

Mr. Kostos’ strong background in contracting and network management comes from holding high level contracting positions within the largest health plans in Massachusetts.

Most recently he has provided contracting services for an Academic Medical Center for commercial payer contracting, and relationship development and maintenance with commercial payers and Pharmacy Benefit Managers (PBMs). He has also been involved in institution/system-wide contracting initiatives and has assisted in gaining access to payer networks and in developing and maintaining positive working relationships with payers to help ensure enhanced patient care, and in maintaining competitive costs with insurers in a partnership that has served as a proven model for success.

During Steve’s impressive career he has held leadership positions as Director of Contracting for Allways Health Partners (formerly Neighborhood Health Plan), the health insurance arm of Mass General Brigham Health System (formerly Partners Healthcare), Director, Health Plan Relations for the Massachusetts Health Connector Authority (the health insurance marketplace in the state of Massachusetts under the Affordability Care Act), Director, Provider Contracting at Tufts Health Plan, Director, Network Contracting for Blue Cross Blue Shield of Massachusetts, and as Manager of Contracting for Harvard Pilgrim Health Care.

Steve holds a bachelor’s degree in Business Administration from Salem State University and a Masters in Education from Suffolk University.
